The system of quality assurance and evaluation in higher education in the Czech Republic

Abstract: The amendment law for the Higher Education: The higher education institutions will be obliged to have a system of quality assurance and evaluation. Because, they are different views of what is the system for quality assurance and evaluation? So the aim of this paper is to bring readers a perspective on the fulfilment of this legislation. The aim is to provide a comprehensive view in a systematic manner and how to ensure compliance to the functioning of the institution with law.

Institutional Barriers of Teacher Training's Improvement: Departmentalism at Faculty of Education (Qualitative Case Study)

Abstract: Institutional and organizational context of teacher training on faculties of education is not sociologically well developed topic, even though it is essential topic for the future of society. The goal of this work is to explore where are obstacles of improvement of teacher training on faculties of education in Czech Republic. I answer this question through the case study of a selected Czech faculty of education. I discovered several obstacles of improvement of teacher training by realizing interviews with faculty heads; analysing the frames, which they use for framing their experiences with the obstacles; and analysing the institutional context of teacher training on the selected faculty. In the institutional view, the main obstacles are several external factors (e.g. state funding, role of Accreditation Commission etc.); specific history of teacher training in Czech Republic; structure of the faulty and organization of the studies there; and the situation of instructional designs. The frame analysis shows three main frames, which faculty heads use to organize their experience: frame of system unfairness, frame of faculty fragmentarization and frame of introversion and conservativeness of the faculty. Based on the research results we can in the faculty identify signs of institutional pathology called departmentalism. These signs are weak management of the faculty, many specialized departments, insufficient cooperation and communication among departments, only formal reaching of official goals of the faculty. Above mentioned is valid especially for teachertraining for secondary and high school. Possible solutions are discussed.

Performance-Based Management of Academic Fakulty

Abstract: Devotion to professional standards and long-term growth of faculty constitutes a key factor for the continuous improvement of scientific and teaching activities in an academic institution. This paper elaborates on the causes and means of developing a performance-based remuneration systém for faculty at an Institute, dedicated to teaching humanities, economical and managerial programs at a Technical University. In particular, the system introduced herein features universality, fairness, efficiency and immediacy. We describe the calibration of the system, including Key Performance Indicator calibrations, which were derived from the current priorities of the Institute. The Key Performance Areas stipulated for faculty include teaching-related activities, research and internationalization. The system has direct coupling to the performance-related segment of remuneration and deliberately evades soft evaluation factors which remain sole responsibility of management staff.

Masivní otevřené online kurzy z pohledu evropských institucí

Massive Open Online Courses from the Perspective of European Higher Education Institutions.

Abstract: This research report presents results from survey implemented by European Association of Distance Teaching Universities (EADTU) within the HOME (Higher education Online: MOOCs the European way) project at the turn of the year 2015/2016. The paper focuses on the comparison of data from respondents from 30 countries (85 % of which from European union) against the data from hand-picked Czech experts in online education from 8 higher education institutions (representing 30 % of public higher education institutions). Research was aimed at strategies of higher education institutions in the area of preparation to and implementation of massive open online courses (MOOCs). Survey results show that this is quite an up-to-date subject in the Czech Republic and number of higher education institutions plans to start offering MOOCs. However, institutions mostly hesitate how to tackle the business model based on offering coursesfor free. They have interest in cooperation with foreign partners and help with development of the first courses. The institutions consider the main institutional goals in the area of development and implementation of MOOCs to be the innovative pedagogy, drawing attention to itself, possibility to expand the offer of flexible learning and attracting new students.

Methodology of the procedure of the draft of the cooperation among region and university

Abstract: This methodology is the part of results of the project "The contribution of higher education Institutions to strengthen socio-economic development of peripheral regions in Norway and the Czech Republic", (Project ID number 7F14442). In this project was analysed three of the regions and univesities in this regions in Czech Republic and in Norwey. This methology cannot be universal, but may be used as a design for similar analyzes. It was successfuly used in our project.
